I’m surprised that this subject has not drawn more comment, and agree whole-heartedly with the views expressed. I was one of those who made a submission to the Gowers Commission, and thought the findings were eminently sane.
From a selfish point of view, the one crumb of comfort is the possibility that if copyright is extended it will not be retrospective. In other words, if it were implemented in 2010 the bar would be set at 1960, and it would remain at 1960 until 20 years had elapse, when the clock would again start ticking.
Even if that proved not to be the case, imposing an immediate 20-year extension in 2010 would set the bar no earlier than 1940. Given the speed with which Governments proceed, and allowing for the almost inevitable change of administration, if change does come about it’s highly unlikely to be as early as 2010.
